Windows XP Upgrade breaks Remote Desktop

When upgrading to Windows XP from 2000, Remote Desktop fails to operate.
Under Windows 2000 LOCALSYSTEM has permissions to
HKLM\system\currentcontrolset\control\securepipese rvers\winreg. After the
upgrade to XP LOCALSERVICE needs permission to
HKLM\system\currentcontrolset\control\securepipese rvers\winreg, but it is
still permissioned to LOCALSYSTEM.

If I change the permission it works fine. Is there a way to slipstream this
change into the deployment code or does this have to be a manual fix after.

Any other solutions welcomed
