Windows xp won't open

I'm having a problem booting up my laptop. The power comes
on, but it only gets as far as showing the Windows XP icon
(with the blue background)- but nothing more. So,
basically, I'm unable to get the Windows XP program to
open. I've tried inserting the recovery discs reinstalling
Windows XP but the monitor just displays the Windows XP
icon without opening.

Any suggestions would be much appreciated.
