When do you get this error message?
Are you trying to install something at the time?

Did Dell have you download and install your Modem Driver from their web
site?

Internal modem? External modem? Dialup, cable or DSL?

If dialup, until the modem is recognized, you won't be able to anything
with it.

If cable or DSL: Just to be sure, check connections and that the right kind
of cable is being used. Other than that... the modem is new but if they did
not check it, it's possible that it was DOA (dead on arrival). If you're
sure the modem is okay, it may be the NIC (network interface card) that
needs replacing.

Wondering why "they" didn't check the modem after replacing it....

It is usually an internal card. It has a port for a connector similar to
what a phone or dialup modem would take only larger. Example: DSL modems
hook up to systems via USB cable or a cable to a NIC.

The cable or the card? There's probably some tool to do that but cables and
NIC cards are both relatively inexpensive and easier to switch out one for
another.

I still think that the tech should have checked that this modem and your
connection was good and working before leaving. I had DSL for a year and
used two different modems during that time. The original died after only a
few months use. I didn't let the tech out of the house until it was
confirmed that the DSL service was up and running again.
