WindowsXP wont let med delete or rename.

I've found that when nothing else lets me do something, I can enter SAFE
MODE and do it anyway.

Reboot computer
as it starts back up, press F5 once every second until it enters a screen
that has SAFE MODE and several other options on it. Choose SAFE MODE and
rename it if you want to use the file, or just delete it if you don't want
it anymore.
