WININET.dll and bad image file...

HELP ive been gettign this message
the application or DLL C:\windows\system32\wininet.dll is
not a valid windows image
when eve an applicatiosn starts. also my internet
explorer sont dispaly any webpages, saying the url is
invalid when tis not. does anyone know where i can find
information on this ?
