WININET.dll Error When Running Streaming Video in AOL

Streaming Video runs for 10 - 30 seconds; locks up both AOL and Internet
Explorer. Error message indicates WININET.dll error. What could be causing
this problem and what is the repair?

Also can not play Real Player directly. Have not tried Windows Media
Player; next step down the path.

Appreciate anyones help on a fix...
