Winipcfg does not exist in Windows XP. Find out what is calling it (a
program, .BAT, script, etc) and you'll have a better idea about what to do
next.
If you are dual booting with two versions of Windows (XP and a version that
supports winipcfg), check your path statement for XP. Does it include the
Windows folders for the alternate Windows configuration?
