winlogon cpu spiking every 60 seconds

Hi all

I have a XPe machine w winlogon and we currently have a rare issue on one of
our systems whereby every 60 seconds winlogon spikes the CPU and freezes the
system. for about 500-800ms consistantly.
This problem goes away when we actually log in. (so the problem only happens
before first logon) and does not come back until you reboot (if you just log
out it it's still fine). this is causes issues with our voip software during
packet processing resulting on a notictable dropout in our audio. i also
noticed a news posting about this a while ago

never really answered, it mentioned disk performance but we are running from
flash.

Any insite?
