Wireless Does not initializing on startup

campus. These laptops are using a network that is using
128 bit WEP. We cannot get them to log into the domain
or novell on startup. This is caused by the Wireless card
not being configured until the laptop is fully into
windows. This poses a huge problem for us because our
users use both novell and microsoft logins. Is there any
way to make the wireless connect startup like a normal
wired connection, i.e. before the windows login screen?
