Wrong Keyboard layout!!!

package. We call it Bulgarian Phonetic. From Vista Microsoft decided to add
it to the standard layouts, BUT: IT IS NOT CORRECT!!! There are too many
people in Bulgaria that use that layout. I don't know who gave Microsoft
keyboard map, but it is TOTALLY UNUSABLE.
I would like kindly to ask for any help! The layout is not correct even in
RC2. Please help me to find a way to tell right people for this problem.
Otherwise we will still need to use third party programs to install our
Phonetic layout. Guys from Microsoft made efforts to include this layout but
it is not what we need.
