Brad;
Check Caps Lock, passwords are Case Sensitive.
The Administrator in Safe Mode will have a password if someone set it.
Ask your users.
Did any of them set the password?

Another option is to install Windows XP on another partition and take
Ownership of your data.
You could also perform another installation on the same partition,
although this is not a permanent fix and it is recommended to perform
a Clean Installation after retrieving your data.

After this is resolved, take precautions to not lose the password.

You have a few options. You can load in a Linux Boot disk and when it ask
you to change the password you can change it there, then restart into
windows.

You can buy a program called ERD Commander for around 200.00 that has a
program called lock-smith that will let you change your admin password with
no problems.

Finally you can format the computer and the mbr and reload everything and
this time pay attention to what you put in for your admin password.
