XP Desktop does not fully load

Hello, was wondering if anybody can help me.
Windows XP-Pro boots up to the logon screen normally, i can logon to
the PC and the desktop background will come up but no icons or taskbar
will load up. I can press ctrl/alt/del and get the task manager to open.
I have run msconfig and done a clean boot, but it is still the same.
I have tried booting into safe mode, still has the same problem.
I removed the hard drive and scanned it for viruses, none were found.
Can anybody tell me what it might be?

Ron, that's a common problem with WinXP which I am not aware of a
solution as yet. So, all I can recommend is that you
try a Repair Install.

to step 3.

Before you attempt a Repair Install, please consider this:
1) XP is designed to show no icons on First Boot, and all subsequent
boots, until YOU personally set the Display settings to show your
icons.
2) To do this,
a) With the mouse pointer resting on an empty area of the
Desktop, right-click, and choose "Arrange icons by"
b) Move the mouse pointer to "Show Desktop icons" and
left-click, making sure there is now a check-mark beside your
selection..
c) Click on "Ok"
