XP - file, print share - error message re user permissions

i have two computers, one of each running xp pro and xp
home, connected by a linksys router. both computers have
internet access but won't share files or printers. the
error message i get is "[other computer] is not
accessible. you might not have permissions to use this
network resource. contact the administrator of this
server to find out if you have access permissions. the
network path was not found." also, i'm able the ping the
router but unable to ping either of the computers. what
does the error message mean or how can i resolve this
issue? all firewalls and virus detection are off.

Are both PCs on the same Workgroup?

Is 'something' shared on each PC?
