XP Home login problem

I have just got a new computer with XP Home edition. When
I set up a password on a new account (admin or
restricted) the password box is displayed to the user
when they log on but it is disabled!! If a non-password
protected account is logged into first then the password
protected account will function normally when you switch
users.
Any ideas ??? - I'm stumped.
