What is so illegal about saving a Service Pack to a CD?

What a load of crap! How do you think corporate IT departments update
300 systems to SP1?

is the link to the full SP1 download(be forewarned it is 130MB), which
can then be used to update any version of XP to SP1 without any
additional download.

It is not I *REPEAT* NOT highly illegal.

Of course you may save the SP to disc. In order to do this however, you
would need to download the 134MB network installation file from the MS
website (I forget the exact URL but it will be easily found if you use their
search facility). The express version (available via Windows Update)
requires you to be online as it performs a streaming installation.
