XP Pro to Vista Business upgrade failure

In my effort to upgrade from XP Pro to Vista Business, the installation gets
to the point where it has copied all files and then has expanded them. At
that point the installation fails. The error message is:

Windows cannot install required files. Make sure all files required for
installation are available, and restart the installation. Error code
0x8007001f.

It may be relevant that IE7 and OneCare also fail to install.

Any assistance would be greatly appreciated.
