XP user Accounts / customized desktop

If you go to C:\Documents and Settings, you will see all the accounts that
you have created plus the Windows built-in accounts. One of the built-in is
All Users. If you open All Users, you will see a Desktop folder.
Everything on this folder will show up on every user's desktop when they
logon to Windows. If you want only certain account to see the the icon,
place it on individual's desktop folder. This will also explain why you
lose the icons when you delete it. The icon you are deleting is located at
All Users desktop.

Each person has a content of the Start Menu - All Programs made up of
two parts - a personal one, and an All Users one.

In each user, r-click on Start and Open, then open the Programs folder.
Now r-click Start and 'Open All Users' at the bottom; again open the
Programs folder. R-Drag across and make copies of the items that this
user will need to see (apart from ones you *will* want for everyone).
Once done for each user, you can delete the items having restricted
access from the All Users
