You can hold the Control key to get the hand cursor for panning, when
viewing in "Actual size" mode.

Thanks

This doesn't work for a tablet where you are relying on
using a pen for working with the drawing.

Also the panning of a simple drawing is not smooth and the
delay is far too long. I need a simplified version of
this viewer that is read only.

I am hoping that I don't need to convert these files to
pdf format. Acrobat reader works fine.
