XP won't shut down...

I actually have two problems:

1. In order to shut down XP I have to use ctrl-alt-
delete and disconnect the user and then I can log off. I
can't find anything on this...

2. I'm running IE6 with all the updates and all of a
sudden I will have banners that don't load, the infamous
red X shows up instead and browser gives me a DNS on most
of the links.
