You Cannot Access Shared Files and Folders or Browse Computers in the Workgroup

I have exatly the problem desribed in the knowledgebase

ive done everything on there and still my workgroup dosnt
work..


i can access the internet, ping the computers, access the
computers through explorer and interface with them using
TCP/IP.

But i still cannot see any folders in my network
connections (even though ive triple checked there are
osme there)

And when i click "View work gorup computers" my system
lags for about 3 mins and then gives me the error message

"(Workgroup) is not acessible. May not have perisions...
contact administrator... blaa blaa blaa"

Ive been to a number of tech forums but none can help me

ive even tryed reintsalling XP twice.
