LiveStream is an accessible and easy-to-use application for private and public webcams which you want to access remotely and control via mobile handset or a website. LiveStream Mobile will allow you to watch your webcams on your mobile handset.
With LiveStream Mobile you can start, stop and view your and public webcams remotely. LiveStream Mobile works in conjunction with LiveStream Broadcaster. LiveStream Version 2.9 has added Java CLDC 1.0 support.
Although there are plenty of parameters to compare the quality of different types of video streams on GPRS or 3G networks.
There are various properties one has to look and speculate on, for example the type of streaming server, networks, device type.
Each device has dissimilar features and capabilities like screen size, processing power and most have different software package that support different types of encoding standards. So making an expert comparison is impossible.
But this product seems very promising to me, as it supports many handsets and you can watch multiple webcams bundled under signle account.

plz we need to make a project on this topic ie. using an mobile as an webcam….my idea is to send the stream to computer thru a data cord & instead of recording the video on cell i need to stream it n have to code for that on cell…so wat m i actually supposed tode,how…n wat abt coding part on computer ….can i plz get i technical support for this project…i m post graduate student
